The university was formed through a state government act (Chhattisgarh Vishwavidyalaya Amendment Act, 2019) and came into existence via Gazette notification on 22 January 2020. The campus is currently housed in the building of Kirodimal Institute of Technology on Odisha Road near Garhumaria in Raigarh, reflecting the common practice of new Indian state universities initially operating from existing government infrastructure.
